POSITION SUMMARY

  • Ensure continuous operation of the Plant
  • Make and respond to online decisions to ensure that the production requirements, as specified by the Facility Manager or his delegate, are achieved.
  • Observe safe working practices and procedures while maintaining harmonious working relations with BAPCO, customers, Air Products personnel, and suppliers.
  • Responsible for keeping the plant quality procedures, audits and plans, and unit operation parameters per design.
  • Responsible for securing and issuance of export documents for the LCO2 trucks.
  • Filing and archiving all MECD documents and records related to LCO2 trucks.
  • Prepare and issue any documents required for LCO2 trucks dispatching.
  • Contact and follow up with the clearance agents for facilitating smooth logistics flow for the customer trucks.
  • Coordinate with the site admin/logistic/sales lead to ensure the preparedness of all the required documents to keep a stable flow of LCO2 trucks in and out of MECD timely.

NATURE AND SCOPE

MECD Plant is Air Products first Majority owned and operated Plant in Bahrain, representing a decent investment. MECD consists of an LCO2 unit with a maximum capacity of 200 MTD.

BAPCO, The Bahrain Petroleum Company, is an integrated national oil company of Bahrain that feeds the raw gas to MECD, purifies then liquefies the feed gas into Liquid CO2 of food grade. The MECD plant is located adjacent to the BAPCO’s site. The products from MECD go directly to Storage tanks and are then trucked into tankers to the customers in the region. The products are critical to the regional market.

The plants run continuously, with a strong emphasis on high reliability and efficiency.

The role will involve working closely with Air Products’ regional communities.

The Site Sr. Operations supervisor supports the facility manager in finding the best practices for complex operations and product quality issues that meet Air Products procedures and standards.

DIMENSIONS:

MECD plant is an M17$ asset with an annual maintenance budget of approx 250,000 U$.

PRINCIPAL ACCOUNTABILITIES

This position is accountable for the following results:

  • Understand all relevant EH&SQ and quality regulations applicable to the facility and support the facility manager in developing plans on how they will be implemented to ensure compliance. 
  • Report, and where possible, eliminate all potential hazards by using the Air Products Basic Safety Practice (BSP) system.
  • Regularly participate in site and operations safety meetings to ensure all safety-related issues are identified, discussed, understood, and successfully resolved.
  • Carry out the shift purity and im-purity results analysis.
  • Fill in the log sheets and the daily report.
  • Verify availability and reliability calculations and reporting and prepare industrial report figures.
  • Performs first-line checks in the Plant and is engaged in maintenance-related issues as per the maintenance tools task under the guidance of the Plant Manager
  • Issue and controls all safety work permits to the standard required in the Worldwide Operations and Distribution Manual.
  • Fill the bulk LCO2 tankers while carrying out the checks for the product quality parameters.
  • Ensures that the tanker filling process is strictly controlled and that the prefill & post-fill test records are maintained.
  • Avoid wasting the raw materials and the product.
  • As part of the on-call team, responsible for the security and safety of the site, liaise with BAPCO as appropriate.
  • Add the water treatment chemicals and maintain water quality by checking TDS & PH.
  • Monitor the Carboscan parameters and performance.
  • Issue the Delivery Note & Weighing slips & COA & COC and maintain the dispatch documents. (To revise only before dispatching)
  • Maintain plant housekeeping, Hygiene cleaning (Food Safety).
  • Weekly verification of plant housekeeping. (distributing jobs to the team if required).
  • Maintain company rules for discipline, punctuality, absenteeism, etc.,
  • Maintain good housekeeping and tidiness in the facility.
  • At all times, wear appropriate Personal Protective Equipment (PPE).
  • Ensure that customers’ requirements are met by direct liaison and administration of the site quality procedures.
  • Make entries into the plant logbook to include all operational data, messages, unusual events, work done & spares used.
  • Secure all the Export documents.
  • To carry out routine and specific work tasks as directed by the facility manager, identify required work, and allocate Personnel or contractor to ensure its completion.
  • To start, stop and isolate equipment and unit processes as required.
  • Coordinate with MECD Export / Import and admin manager on a daily basis to ensure smooth dispatch and ensure good communications and liaising with regulatory bodies for licenses and permits
  • Follow up on the performance of all the third parties on Site (Cleaner & Security Guards).
  • During Plant shutdowns, maintain overall control of the safety and operation of the Plant.
  • Provide assistance and support to the team performing the maintenance.
  • Supporting all the drivers in case of location, information, and documentation. coordinate with EWA for any power shutdowns and maintenance. 
  • Respond to critical alarm dial-outs from the Plant (or by another contact from BAPCO etc.) by remote connection to the site to ensure product supplies remain available to the customers as per the business plan.
  • Provide cover to the operation team as required and when available.
  • Getting a quotation for any plant/site supplies and issuance of PR on the SAP if required.
  • Support the operation team by handling local purchasing.
  • Looking for any required spare parts and support in local supplies.
  • Contact and communicate with the local subcontractors for getting quotations or arranging for any local resources required.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

  • Industrial business certificate/ Diploma.
  • Direct experience in operations management of generated gas production, LCO2 units, or similar technologies.
  • Excellent Communication & coordination skills.
  • Administration and local knowledge of the authorities and the local requirements.
  • Fluent oral English and excellent written English.
  • Minimum five years experience in gas, petrochemical, or related industries.
  • Minimum two years experience in admin and business support functions.
  • Demonstrated ability to work in a matrix organization across functional and reporting relationships.
